Prepare the ingredients.
Finely chop 1 and a half onions, squeeze out excess water, and mix with chopped cilantro in a mixing bowl. Add ground beef and crushed rice.
Add salt and pepper as needed, knead the mixture well to form meatball shapes.
Sprinkle 1 tbsp of flour evenly on a plate.
Roll the beef mixture into chestnut-sized balls in the palm of your hand and place them on the plate.
After forming the meatballs, sprinkle another tbsp of flour on top and shake to coat the meatballs with flour.
