Prepare the ingredients.
Chop the scallion finely.
Mix flour with water to make a batter.
Pour the batter into a non-stick pan, and let it form a natural circle. Fry over high heat for 20 seconds to make a pancake.
Add oil to the pan, crack an egg onto the pancake, and use a spoon to mix the egg evenly over the pancake until the egg is completely cooked.
