Concentrated soup base is a magical substitute for broth. There are several flavors to choose from, so you can prepare some according to your personal preferences. It is very useful in critical moments.
Chop the garlic, scallions, and cilantro into small pieces.
Put the garlic, most of the scallions, and cilantro into a large bowl, and add 1 tablespoon of chili powder.
Heat the oil in a pan until it starts smoking, and then pour the hot oil over the chili powder.
Add 1 tablespoon of soy sauce, 3 tablespoons of vinegar, and 1/2 tablespoon of pepper.
Add a large bowl of water and the concentrated soup base to a pot.
Bring to a boil, and the broth is ready.
