Mix cornstarch with 1/3 of the milk until smooth.
Sprinkle desiccated coconut on the bottom of a container.
Pour the remaining milk, coconut milk, and sugar into a pot and heat over medium heat.
When the milk mixture boils, reduce the heat to low and pour in the cornstarch and milk mixture.
Quickly stir the mixture until it thickens and becomes smooth.
Pour the mixture into the container with the desiccated coconut, cover it, and refrigerate for at least 4 hours.
Use a knife to gently scrape the sides of the container.
