Dissolve water chestnut flour in 750ml of water, stir to form a paste.
Sift the paste and set aside.
In a pot, add 750ml of water, rock sugar, and brown sugar, cook until dissolved to make sugar water.
When the sugar water cools slightly to 80 degrees, pour in two spoonfuls of water chestnut flour paste (stir before pouring), stirring while pouring.
The mixture should be semi-thickened paste after stirring.
After about 1 minute, pour in the remaining paste, stir well.
