Prepare the required ingredients: sea cucumber, fresh shrimp, water chestnuts, lean meat, and carrots.
Chop the carrots and water chestnuts into small pieces and set aside.
Chop the shrimp into a paste and the lean meat into a meat paste and set aside.
Cut the carrots into cone shapes and trim them into the shape of a sailboat.
Mix the shrimp paste, lean meat paste, chopped carrots, chopped water chestnuts, garlic, ginger, salt, white pepper powder, sesame oil, monosodium glutamate, and starch together and set aside.
Clean the sea cucumber and set aside.
