Clean and thaw the chicken breast, then cut it in half.
Gently pound the sliced chicken breast with the back of a knife. (Do not use too much force when cutting)
Place the pounded chicken cutlets in a clean container, add 1 tablespoon of cooking wine, 1 tablespoon of salt, pepper, and chili powder, marinate for about 10 minutes.
Beat an egg, add 1 tablespoon of flour (or starch), and 1 teaspoon of water to make a batter.
Heat a sufficient amount of oil in a pan, then fry the chicken cutlets coated with the egg mixture over medium heat.
Julienne the onion. (Soak the onion in water for a while before cutting to prevent eye irritation)
